TMC is seeking a Federal Cost Estimator. The Federal Cost Estimator supports pricing and cost analysis for complex federal proposals across DoD and civilian agencies. The ideal candidate will have experience developing compliant, auditable cost models, Basis of Estimates (BOEs), and Work Breakdown Structures (WBS) for service and operations contracts. This role requires strong analytical skills, attention to detail, and the ability to collaborate with multi-disciplinary teams to deliver competitive and defensible pricing strategies. Key Responsibilities • Lead cost estimation and pricing development for federal proposals up to $150M. • Analyze RFPs, PWS, and contract requirements to ensure compliance and accuracy in cost models. • Develop auditable BOEs and WBS structures aligned with solicitation requirements. • Integrate cost data from RS Means, Bureau of Labor Statistics (BLS), and Economic Research Institute (ERI). • Coordinate pricing inputs across operations, HR, contracts, and subcontractors. • Conduct cost realism analysis, risk identification, and scenario modeling to support capture strategies. • Prepare and deliver executive briefings on pricing assumptions, risk posture, and competitive positioning. • Support subcontractor cost negotiations and ensure alignment with prime contract pricing. • Maintain expertise in federal acquisition regulations, small business and 8(a) set-aside requirements. • Support Proposal Team tasks and activities including leading a Proposal Team when multiple simultaneous solicitations are active. • Partner closely with general managers, project engineers, program managers, contractors, and procurement teams throughout the project lifecycle. • Prepare estimates utilizing specialized cost estimating software, historical project data, current industry benchmarks, risk assessment techniques, and established methodologies (including parametric estimating and detailed bottom-up approaches). • Ensure all cost estimates adhere to federal best practices and guidelines, such as those outlined in the GAO Cost Estimating and Assessment Guide, emphasizing reliability, credibility, and transparency. • Conduct thorough bid reviews, negotiate pricing with vendors and contractors, identify potential cost savings, and maintain updated estimates as project requirements and conditions evolve. • Evaluate project risks, determine appropriate contingency reserves, and analyze potential cost overruns arising from factors such as weather impacts, schedule delays, or scope modifications. Required Qualifications • Bachelor’s degree in Business Administration, Finance, Operations Management, or related field (Master’s preferred). • Minimum 5 years of experience in federal cost estimating and pricing for DoD, NASA, or similar agencies. • Minimum 5 years of experience working with Alaska Native Corporations (ANCs) and understanding ANC-specific contracting strategies. • Proven experience with BOE development, WBS compliance, and CLIN/ELIN structuring. • Advanced proficiency in Microsoft Excel; working knowledge of PowerPoint and Word. • Familiarity with RSMeans, BLS, ERI cost data integration. • Strong understanding of FAR, DFARS, and federal procurement processes. • Excellent communication and executive briefing skills. Preferred Qualifications • Experience with estimating costs in multiple different federal sectors and complex service contracts. • Background in small business and 8(a) set-aside pricing strategies. • Prior involvement in multi-disciplinary proposal teams for large federal contracts.
