About the ProjectLOKK Designs, a process and operations consulting firm specializing in clarity and efficiency for organizations, is assembling a cross-functional team to support public transportation and community mobility initiatives. We’re seeking an experienced Financial & Economic Analyst to assist in proposal preparation and, if awarded, to provide analytical and reporting support for cost modeling, grant budgeting, and financial performance tracking tied to federally funded projects. ResponsibilitiesDevelop financial models and cost estimates for planning, operations, and capital projects.Conduct cost-benefit and return-on-investment (ROI) analyses for proposed transit or mobility services. Support preparation of grant budgets and funding allocation documentation. Analyze expenditure trends, service performance data, and long-term financial sustainability. Prepare clear charts, dashboards, and financial summaries for reports and presentations. Ensure consistency with FTA, TxDOT, and 2 CFR 200 financial management standards. Collaborate with project managers and compliance specialists to integrate financial data into overall deliverables.QualificationsBachelor’s degree preferred; equivalent professional experience in accounting, economics, or finance accepted. 4+ years of experience in financial analysis, grant budgeting, or public-sector cost modeling. Strong proficiency in Excel, Google Sheets, or financial modeling tools (Power BI, Tableau a plus). Familiarity with federal or state grant budgeting and Uniform Guidance (2 CFR 200). Ability to translate data into concise, visual reports and written recommendations. U.S.-based independent contractor eligible to work under a 1099.Compliance & Documentation RequirementsProof of General andProfessional Liability Insurance ($1 M minimum preferred). Active SAM.gov registration or willingness to register prior to project start. No active federal debarments or suspensions. Willingness to sign standard independent contractor and non-disclosure agreements. Preferred SkillsExperience with FTA-funded or municipal transportation projects. Familiarity with cost allocation methods, indirect cost rates, and budget tracking. Understanding of economic impact or feasibility analysis.Excellent communication skills for cross-team collaboration. Contract DetailsTimeline: Immediate start for proposal phase. Rate: $60 – $125 per hour (DOE; fully loaded). Hours: 5–10 hours during proposal phase; expanded support upon project start.
