The Prince George’s County Health Department is currently seeking qualified applicants to fill a Health Data and Privacy Compliance Officer, (Community Developer 4A) grade A27 position, in the Office of the Health Officer.About the PositionThe incumbent serves as the agency’s lead for privacy compliance and information governance, playing a critical role in ensuring adherence to HIPAA Privacy standards, responding to FOIA requests and overseeing the development, implementation, and maintenance of agency policies and procedures. The incumbent manages and coordinates privacy-related activities across departments, acting as a liaison with state-level partners to ensure alignment with evolving regulations. The incumbent also leads efforts in document modernization and digitization, utilizing tools like SharePoint to organize, manage, and provide secure access to departmental records and resources.The incumbent work closely with the agency’s IT team to ensure that data privacy, security protocols, and system configurations support compliance requirements. In addition, the incumbent develops and delivers training programs to ensure that all staff understand and follow privacy policies and procedures. The incumbent also provides strategic guidance to leadership, manage internal HIPAA audits, and supervise support staff involved in privacy, records, and information management. The PGCHD works to protect and support the public’s health through numerous services that range from restaurant inspections and disease tracking to care coordination and health promotion. The department is composed of four divisions: Behavioral Health Services, Environmental Health and Disease Control, Family Health Services, and Health and Wellness, supported by the Office of Administration, Office of Human Resources and the Office of the Health Officer.The mandate of the department has been, and will remain, broad. This plan emphasizes improving core functions and operations, including protecting the public from health threats, implementing strategies to support healthy living, and maintaining a focus on vulnerable populations, while developing efficient internal processes to support these activities. • Develop and update HIPAA-compliant policies and procedures. • Design and implement HIPAA training curricula. • Conduct HIPAA training for the Health Department workforce.• Maintain expertise in HIPAA Privacy standards and ensure all updates are integrated into agency policies. • Ensure clear and timely communication of privacy policies and changes. • Serve as the agency’s HIPAA privacy compliance liaison. • Ensure compliance with HIPAA and support FOIA requests. • Provide management oversight of compliance and records management programs. • Advise and consult with leadership on privacy issues. • Investigate privacy concerns and document findings. • Support and train compliance staff, including Health Records Reviewers.• Respond to staff inquiries on data privacy and compliance. • Review grants and agreements for privacy compliance. • Provide technical assistance on interpreting privacy standards. • Support other county agencies with privacy compliance. • Maintain policy and procedure library. • Lead agency projects related to document digitization, IT, and automation. • Perform other administrative tasks as assigned by Health Officer/Deputy Health Officer/ Chiefs of Staff. Minimum Qualifications• Master's degree in business or public administration, social services, sociology, psychology, or other field(s).• Three (3) years of progressively responsible professional technical, analytical and developmental work experience with at least one (1) year in a lead/supervisory role. Any equivalent combination of relevant training, education and experience may also be considered. Please note there is no equivalency for supervisory experience. Preferred Qualifications• Maintains individual certified HIPAAProfessional (CHP) status. • Past experience with quality improvement and training in six sigma or a similar certification.• Past experience with at least five (5) years as a HIPAA Compliance Officer and HIPAA Security Officer. • Experience with at least two (2) years of processing Freedom of Information Requests (FOIA). • Progressive experience with at least five (5) years of developing policies and procedures. • At least (6) months of experience with document digitization and shredding projects.
