The Southwest Florida Water Management District is a government agency dedicated to protecting water resources in Florida. They are seeking an Accountant to support the Finance Bureau by managing financial disbursements, ensuring compliance with agreements and state statutes, and collaborating with various teams to maintain accurate financial documentation. Responsibilities Oversee and process financial disbursements related to complex contracts and purchase orders for assigned vendors, ensuring compliance with board-approved agreements and Florida State Statutes Utilize a web-based automated financial system to encumber funds, initiate payments via payment vouchers or purchasing cards, and manage year-end accruals and retainage tracking Audit supporting documentation as outlined in contracts or purchase orders to verify accuracy and adherence to established policies and procedures Record, modify, and liquidate District contractual encumbrances based on approved contractual documents, available budgeted funds, and authorized board minutes Collaborate with accounts receivable to manage expenditures associated with revenue contracts, including tracking payments, encumbrances, and liquidations, and providing documentation for billing external agencies Compile and report financial data, develop and maintain spreadsheets to monitor expenditures, and ensure accurate documentation for internal and external audits Develop training materials and presentations, revise forms related to fund disbursement, and coordinate training sessions for Project Managers to ensure consistent understanding of financial procedures Skills Bachelors degree (or higher) in accounting, finance, business or related field One (1) year related work experience in finance, accounting, budgeting or related field (equivalent combination of education and experience is accepted) Valid driver's license Experience in finance, accounting, budgeting or related disciplines in a local municipality, county or state government agency Benefits Florida Retirement System (FRS) District Total Contribution 13.63% 9 paid holidays (+ 1 floating holiday) Generous vacation and sick leave Paid Parental Leave, including Maternity, Bonding and Family Supportive Work Program Medical and dental insurance (91- 97% District paid) Vision insurance Deferred Compensation Program Basic and voluntary life and AD&D insurance Long-term disability (District Paid) Prescription drug coverage & mail order program Health savings & flexible spending accounts Flexible schedule for work-life balance Legal and Identity Theft protection Wellness program Public service loan forgiveness qualified employer Tuition reimbursement ($5,250/year) State adoption benefit qualified employer Employee Assistance Program (EAP) Transfer in years of service for other public sector work – towards the FRS program and sick time Company Overview Official account of the Southwest Florida Water Management District serving west-central Florida.
