Job title: Economic Inclusion Manager Company: City of Norfolk Job description: Description The City of Norfolk's Office of Diversity, Equity and Inclusion is seeking an experienced Economic Inclusion Manager to help create and monitor a citywide Economic Inclusion Policy and drive Norfolk's efforts to create increased economic opportunity for small, minority and women owned businesses through equitable procurement practices. The Economic Inclusion Manager will focus on creating internal compliance metrics to support the implementation of the Economic Inclusion Policy. This policy established city spending goals for minority and women owned businesses. Essential Functions Essential functions include but are not limited to: Develops and maintains relationships with City department staff responsible for purchasing goods and services. Establishes compliance metrics and strategies to help increase department level spending with minority and women owned firms. Manages City data and determine additional data needs for compliance and future goal setting. Establishes and maintains business relationships with Small, minority and Women owned businesses and serve as a business consultant providing expertise and business coaching. Works closely with city Procurement staff to identify new strategies for marketing contract opportunities. Coordinates with purchasing/procurement team to develop a list of current and potential Small, Women and Minorty (SWaM) businesses to contract with. Participates in pre-bid/pre-proposal meetings to communicate economic inclusion requirements. Seeks opportunities to collaborate with external community organizations to identify needs and resource opportunities for Small, Women and Minority (SWaM) owned businesses. Provides quarterly Compliance updates to encourage increased participation on economic inclusion goals with City departments. Reviews on-going Economic Inclusion best practices. Identifies new and creative strategies to reduce barriers identified by small business seeking to do business with the City of Norfolk. Analyzes and defines economic inclusion barriers and present recommendations for additional policies and procedures to advance Norfolk's economic inclusion efforts. Develops and maintains documentation to monitor department level city spending with SWaM businesses. Regularly reviews and updates Economic Inclusion Policy and forms. Performs other related duties as assigned. Education/Experience Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Three years of experience in either workforce/economic development, and/or community economic development working with disadvantaged communities. The preferred candidate will possess: • A Master's degree. • 5 years of experience in either workforce/economic development and/or economic development working with disadvantaged communities. • Strong commitment to advancing racial, gender and social equity. • Strong writing, verbal communication, and analytical skills. • Demonstrated leadership skills and ability to work as a self-starting member of a team. • Program design/development and strong project management skills. • The ability to communicate with diverse communities and partners. • A history of working with and developing relationships with BIPOC community-based organizations and leaders. • Success in working with multiple constituencies - labor, community, industry, and government. • Proficiency with Microsoft Office Suite, with an emphasis in Word, Excel, PowerPoint and Outlook. • Advanced Excel abilities and use of spreadsheets and database systems. Additional Information & Requirements Signing Bonus: This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
