[Remote] Manager, State Agency Relationships and Public Policy

Note: The job is a remote job and is open to candidates in USA. Intuit is seeking a strategic leader to develop and manage state-level agency government relations. The role involves acting as the primary liaison between Intuit and various state agencies to transform relationships into high-value partnerships, while also addressing public policy needs and regulatory issues. Responsibilities • Apply critical thinking skills to the operational requirements of the business, public policy needs, and regulatory environment, developing and executing strategies for the resolution of state tax policy and state regulatory issues as they arise, to support the successful delivery of tax products and services for both consumer and professional tax practitioner customers • Maintain, establish and develop working relationships with state government agencies to facilitate communications between Intuit and our government agency partners and enhance cooperation when dealing with issues and policy matters • Serve as a point of contact between development teams and state agencies to accelerate resolution of issues impacting our customers • Participate in industry trade organizations, attend national conferences, and develop trusted relationships that build support for key public policy initiatives • Build strategic relationships internally and externally • Internally: Provide partnership and thought leadership with the Consumer, Payroll, Sales Tax and Global Business Solutions Groups to drive shared vision on policy objectives and bring the external environment into the company • Externally: Relationship building with state Agencies and expert resources and related public policy communities regarding tax-related policy issues and regulations of importance to the provision of money movement and various services to serve consumers and professional customers • Work collaboratively with Global Corporate Affairs and Public Affairs and other colleagues on policy issues that span multiple areas to ensure continuity, effectiveness and best outcomes for Intuit and its customers • Rigorously apply Intuit’s operating value system in all work, including familiarity with and strict adherence to and compliance with all requirements of the Intuit’s Code of Conduct, Political Accountability policies, and all applicable integrity, campaign finance and lobbying statutes and regulations • Build strategic, ongoing relationships with state agency leadership and key 3rd parties, representing Intuit as needed • Deep ongoing understanding of Intuit’s business strategies, priorities and challenges • Close monitoring of, research into, and understanding of relevant tax policy developments at state revenue agencies • Key contributor in the development of relevant tax policy positions and strategies to achieve desired outcomes using collaborative issue management model • Project Management, including leveraging external consultants, creating multi-faceted, “living” external affairs campaigns • Development of written analyses and strategic assessments regarding state agency issues, regulations, policies and legislation • Provide regular coordination and communication with Corporate Affairs management, and with Business Unit, Functional Group, and corporate leadership as appropriate • Participate in trade association meetings and manage trade group activity on priority issues; build a network of relevant contacts in third-party organizations to execute government relations’ priorities Skills • 5+ Government relations and policy experience with state government agencies • Experience with the IRS and/or state tax revenue agencies • Experience with state regulatory agencies relating to business regulations and money movement • Knowledge of and experience with tax administration and policy • Working knowledge of government regulatory theory and philosophy • Experience in government relations and public policy in the technology industry, including industry affairs and coalition building • A working familiarity (or ability to quickly obtain familiarity) with Intuit product offerings including QuickBooks, TurboTax, Mail Chimp, and Credit Karma • Experience in project management and coordination of multiple stakeholders to drive for goal achievement • General understanding and appreciation of tax issues facing small and medium sized businesses, including UI taxes, sales and use taxes, and withholding taxes • Demonstrated experience prioritizing conflicting demands from multiple entities and quickly adapting strategy in an extremely fast paced environment • Demonstrated critical thinking, analytical and problem-solving skills, including strong written and verbal communication skills • Demonstrated capability to organize and lead multi-faceted internal and external teams to achieve objectives in a fast-paced, deadline-driven, high-stakes environment • Proven leadership and team-building skills with ability to develop long-term strategy and near-term tactical plans, working with others to achieve effective implementation • Ability to operate effectively and successfully in multi-cultural business environments and to communicate at all levels of the organization • Self-starter, with ability to work well both independently and in a team environment • Integrity: Demonstrated career professional adherence to the highest ethical, moral, and personal values and standards in decisions, communications, actions, and professional dealings with others • Educational background should include a Bachelors or more advanced Degree Benefits • Competitive compensation package • Strong pay for performance rewards approach • Cash bonus • Equity rewards • Benefits Company Overview • Intuit provides financial software solutions to empower individuals and businesses.
