BCforward is currently seeking a highly motivated Water Program Manager to lead strategic water infrastructure and sustainability initiatives supporting a large-scale data center portfolio. This role involves partnering with various stakeholders to develop and execute water management strategies while ensuring regulatory compliance and supporting critical infrastructure projects.
Responsibilities
- Develop and execute a multi-year water program roadmap aligned with business growth and sustainability objectives
- Lead enterprise-wide water conservation, sustainability, and regulatory initiatives
- Manage water and wastewater compliance programs, governance processes, and audit readiness
- Oversee compliance with water withdrawal agreements and wastewater discharge requirements
- Build and maintain strong relationships with water utilities and regulatory agencies during construction and operational phases
- Manage end-to-end flow meter programs, including account setup, commissioning, mapping, invoicing, and operational support
- Review engineering designs and oversee water infrastructure projects, ensuring schedule, budget, and quality objectives are achieved
- Drive construction quality standards for wet utility infrastructure
- Establish data governance frameworks for water monitoring, reporting, and analytics
- Analyze water usage trends, regulatory changes, and environmental risks to support strategic decision-making
- Develop and maintain water mitigation plans and emergency operating procedures
- Present program updates, recommendations, and strategic insights to senior leadership
Skills
- Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline
- 12+ years of progressive experience managing water and wastewater infrastructure projects
- Strong technical knowledge of: Industrial water use, Wastewater discharge, Water efficiency programs, Water permitting and U.S. water regulations
- Experience leading permitting and construction management for water infrastructure projects
- Excellent communication, stakeholder management, and relationship-building skills
- Proven ability to lead complex cross-functional programs and influence stakeholders across multiple organizations
- Ability to travel domestically as needed
- Master's degree (M.S. or Ph.D.) in Civil or Environmental Engineering
- Professional Engineer (PE) License
- Experience with NPDES and industrial pre-treatment permits
- Experience working directly with U.S. water and wastewater utilities
- Experience supporting hyperscale data centers or other large industrial infrastructure environments
- Experience with water recycling, alternative water sourcing, and sustainability initiatives
