Responsible for supervision of 5 to 19 civil servants and 5 to 20 additional non-Civil Service staff to ensure that the office provides the highest quality vocational rehabilitation services to the community. The site manager is responsible for independent decision making with limited consultation. The work methods are determined in accordance with broad departmental policies. Extensive independent judgment is needed to adapt these policies and to develop and implement new approaches to business and administrative activities.
The work of the VR Manager 14 is complex and includes, but is not limited to : knowledge and the ability to apply numerous federal, state and local rules and policies; knowledge of various laws particularly the Rehabilitation Act as amended, ADA, etc.; development and management of multiple partnerships and fiscal agreements; ability to ensure equity for customers with inequitable funding streams; managing a diverse workforce to include professional, non-professional, and non-Civil Service; manage supervision of non-state employees to ensure they are performing within LEO-MRS standards; and manage non-state employees through professional state employees assigned to work sites and through supervisors located outside of the agency but also involved in directing the activity of such non-state employees.
The VR Manager 14 provides functional supervision, directives and management to master’s level professional civil service and non-civil service staff. The position is responsible for all associated personnel duties including performance management, coaching and quality assurance of work and professional development. The VR Manager 14 at the direction of the VR Manager 15 implements district operational plans, is responsible for site safety and day to day operations. The VR Manager 14 is responsible for complex budgets requiring a thorough understanding of technology and related applications, financial implications and compliance. The VR Manager 14 has program planning and development responsibilities that impact on other community programs including, but not limited to: workforce development boards, community mental health boards, intermediate school districts, local school districts, Department of Health and Human Services, Social Security Administration, Centers for Independent Living, community rehabilitation organizations, employment services, Native American Reservations, substance abuse agencies, human service coalitions, school to work, empowerment zones, economic development organizations, business services, and other local organizations. The VR Manager 14, along with the VR Manager 15, is involved in generating local revenue, used to leverage federal funding accounting for more than half of the districts’ case service dollars.

This position will be loacted in the Upper Peninsula areas of one of four location options – Marquette, Hancock, Escanaba, or Sault Ste Marie.
There is a possibility of a remote/hybrid schedule based on performance and operational need. However, all work must be performed in Michigan. If you currently reside outside of Michigan, you must relocate to Michigan to perform the duties of this position.

Education
Possession of a master’s degree with a major in counseling, rehabilitation counseling, guidance and counseling, special education, social work, psychology, occupational therapy, speech therapy, physical therapy, public administration, business administration, management, or human resources.
Experience
Vocational Rehabilitation Manager 14
Six years of professional experience equivalent to a Rehabilitation Services Coordinator, including four years equivalent to a Rehabilitation Services Coordinator P11.
OR
Five years of professional experience equivalent to a Rehabilitation Counselor, including three years equivalent to a Rehabilitation Counselor P11 or two years equivalent to a Rehabilitation Counselor 12.
OR
Three years of professional experience equivalent to a Blind Rehabilitation Instructor P11.
OR
One year of professional experience equivalent to a Vocational Rehabilitation Manager 13 or Rehabilitation Consultant 12.To be considered for this position you must:
