Introduction The Department of Health Services (DHS) , Office of Policy Initiatives and Budget (OPIB) is recruiting to fill a full-time Medicaid Budget and Policy Analyst position. DHS oversees Medicaid, the single largest program in the state budget along with other health and human service programs. This position is headquartered at our central office at 201 E. Washington Ave in downtown Madison. The position can work remotely most of the time but will be required to report to the Madison office at least one day every two weeks. This schedule may vary based on training or operational need. Position Summary As a Medicaid Budget and Policy Analyst, you will be responsible for providing fiscal and policy analysis in support of DHS Office of the Secretary and Division activities. You will serve as lead analyst for assigned Medicaid programs and service areas administered by the DHS Division of Medicaid Services. Responsibilities include: • Contributing analysis to the Medicaid cost projection and budget process. This includes tracking and analyzing Medicaid claims, encounters, fiscal transactions, and program enrollment using data from multiple sources and making recommendations on trend adjustments and other budget assumption changes needed to maximize the Medicaid cost projection's accuracy. • Developing new budget and policy initiatives for possible inclusion in the biennial budget or separate legislation. • Managing relationships and coordinating information sharing between the Department, the State Budget Office (SBO), and the Legislative Fiscal Bureau (LFB) related to assigned Medicaid programs and service areas. Salary Information The starting pay is between $40.00 and $44.00 per hour (approximately between $83,200 and $91,500 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Budget and Policy Analyst Agency - Advanced and is in pay schedule and range 81/03. Qualifications Minimally qualified applicants will have experience with all the following: • analyzing public policy issues, proposals, or legislation. • analyzing data and forecasting costs using Excel or other software (e.g., SAS, R, Stata, etc.). • preparing options or issue papers, reports, or similar written analytical products on public policy topics. Well-qualified applicants will also have work experience with one or more of the following: • the Wisconsin budgeting process. • analyzing fiscal implications and recommending alternatives. • analyzing public priorities or budget proposals related to health care initiatives.
