This position in the General Government and Workforce Unit will work on the team responsible for reporting on and executing various business processes that support the work of the Labor Relations Section.As part of the Labor Relations team, the selected candidate will interact and coordinate activities between the Division of the Budget (DOB) and the NYS Center for Recruitment and Public Service, the Department of Civil Service (DCS) Classification andCompensation Unit, the Office of the State Comptroller (OSC) Payroll Services Unit, the Office of Employee Relations (OER) Research Services Unit, and designated staff in the Office of Information Technology Services (OITS). In this role, the selected candidate will perform various activities, including, but not limited to:• Personnel Administration:The selected candidate will use the DCS New York State Electronic Personnel (NYSTEP) system, Microsoft Excel, and SharePoint for the purpose of reporting on and executing various business processes, including, but not limited to, the implementation of;• the Budget Director's Approval (BDA) appointment process• the Hiring Freeze and Exemption process (if/when such polices are in effect)• the Performance Advance process for Management/Confidential employees• Title and Position Management transactions such as reallocations, reclassifications, and salary differentials• Compensation Adjustment transactions (used to reconcile NYSTEP data with State payroll data (PayServ)• Personal Service Projections and Payroll Administration:The selected candidate will use DOB applications, OSC PayServ, and Microsoft Excel for the purpose of reporting on and executing various business processes, including, but not limited to:• the programming of personal service payments and using the requisite data to project current and future payroll costs• the payment of GeneralSalary Increases and related personal service payments• responding to internal and external requests for payroll data• using payroll data to reconcile information, correct errors, and reconstruct salaries• updating payroll rosters to report on the compensation provided to elected officials, commissioners, board members and judges.The selected candidate will be provided the opportunity to develop DOB budget bulletins and operation manual items; review and clear OSC payroll bulletins; monitor DCS advisory notices; engage the DCS NYSTEP administrator for assistance and guidance; engage the OITS team in troubleshooting and report development; participate in the development of the Human Resource management System (HRMS); and work on related special assignments on an as needed basis. Qualifications &Salary:DOB seeks candidates who have strong analytical and problem-solving skills, as well as outstanding written and oral communication abilities.Most candidates through the Budget Fellow career track, which does not require a civil service exam. Starting salaries are based on education and experience:Budget Fellow I:Salary of $51,849. Requires a Bachelor's degree. Budget Fellow II:Salary of $56,774. Requires a Master's degree; OR, a Bachelor's degree and one year of relevant experience. Budget Fellow III:Salary of $61,423.
