About the position The Energy Efficiency Branch is seeking a Senior Energy Efficiency Analyst (Public Utilities Regulatory Analyst V) to join its Energy Efficiency Planning and Forecasting team. The Energy Efficiency teams at the CPUC support the State's ambitious clean energy and environmental goals by ensuring that energy efficiency is the first resource procured before conventional generation. The Energy Efficiency Planning and Forecasting team, specifically, is tasked with the development of energy efficiency forecasts and establishing energy savings goals for electric and gas utilities and qualifying program results. This team spearheads coordination of energy efficiency with innovative strategies for building electrification. This team is tasked with developing strategies and policies for successful energy efficiency programs and interventions with our largest customers in the commercial, agricultural and industrial markets, which require custom planning and forecasting. Under general direction of the Section Supervisor, the Senior Analyst will work on implementing policy and carrying out oversight and evaluation of energy efficiency projects focused on commercial, industrial and agricultural markets. The Senior Analyst will work with a team of analysts, engineers, consultants, utility staff and stakeholders in a dynamic environment with some of the highest-stakes, largest energy consumers and industries in the State. The incumbent will support energy efficiency policy development for these customer groups, including engagement with other state energy agencies and CPUC Commissioners. The incumbent may also be involved in a variety of other closely related energy efficiency projects such as supporting the development and oversight of savings estimates in general, energy efficiency savings forecasting and cost-effectiveness methods, development of the utilities portfolio goals, and provide support in other closely related activities in the CPUC Energy Division. We are seeking candidates who are comfortable working proactively, can think creatively, and not afraid of applying judgment and critical thinking to identifying solutions to challenging problems. The senior analyst will interface with program administrators including utilities, Regional Energy Networks, Consumer Choice Aggregators, consultants, Energy Division staff and management, as well as industry stakeholders. This includes participating in discussions and negotiations with utilities and industry groups. The incumbent will be required to prepare concise summaries of work areas and brief CPUC Commissioners and Administrative Law Judges on controversial issues and make technical and policy recommendations. Nice-to-haves • Experience with energy efficiency programs, technologies and policies is highly crucial. • Experience managing contractors/consultant groups (or cross functional team) to accomplish a shared goal with ongoing deliverables. • Demonstrated ability to conduct quantitative analysis and the ability to summarize and present complex information and results in a clear and concise manner. • Experience working for a government agency and familiarity with state policy and regulatory processes. • Knowledge of California's environmental goals and greenhouse gas mitigation strategies. • Experience handling multiple assignments simultaneously with accuracy, prioritizing assignments, and meeting deadlines. • Ability to establish and maintain highly collaborative working relationships with others.
