Sr. Mgr, Trade Compliance Counsel
About the positionResponsibilities• Be the lead counsel for trade compliance and government funding/contracting compliance, and support other compliance activities related to antitrust, environmental/sustainability, privacy, and emerging technology (AI). • Advise on compliance with export controls, import regulations, and trade sanctions, including managing external counsel and supporting continuous improvement of trade compliance programs together with other functions. • Support for government funding and contracting opportunities, including providing legal guidance on grant funding, compliance with pre and post-award obligations, and compliance with applicable government contracting regulations.• Support the Ethics & Compliance program coordinating effective implementation of compliance policies, procedures (including third party due diligence), training and communications, internal investigations, and other initiatives. • Support for other legal activities as needed, such as providing guidance on labor and employment. • Regularly assess and manage regulatory and compliance risks within scope, support M&A due diligence and integration, and manage response to investigations or enforcement matters.• Monitor legal trends, regulatory changes, and industry developments to identify emerging risks and opportunities, and recommend appropriate actions. • Be a trusted advisor and collaborate with cross-functional teams, including trade compliance and operations, sales, supply chain, logistics, product groups, and R D, to drive alignment and support the achievement of business goals. • Lead as a member of a high-performing legal team, fostering a culture of excellence, collaboration, and professional development, while supporting and executing Legal department initiatives.Requirements• Juris Doctor (JD) degree from an accredited law school. • Licensed to practice law in at least one US state and, depending on hiring location, ability to join the Oregon Bar or register as in-house counsel in California. • 8-10+ years of progressive experience as an attorney, with at least 5 years focused on trade compliance and an expert-level understanding of US export controls, import regulations, trade sanctions. • Significant experience counseling clients in connection with government incentives and/or public contracting, and a strong understanding of government funding program requirements and contracting regulations.• Solid understanding of antitrust obligations, investigations, and compliance programs and broad-based experience with other regulatory or compliance programs or counseling (environmental/sustainability, anti-corruption, data privacy, etc.). • Proven track record of handling complex legal matters, working across functions and time-zones in a matrixed environment, and providing strategic legal advice that drives business success. • Excellent communication and interpersonal skills, with a collaborative orientation and the ability to effectively work with and influence stakeholders at all levels.Nice-to-haves• Prior experience (either in private practice or in-house) with the semiconductor industry or representing multi-national high-tech manufacturers. • Prior US relevant governmental experience or more general experience with a Fortune 500 company would also a plus. • A mix of prior litigation, transactional, labor and employment law, and regulatory counseling experience, including but not limited to governmental investigations, commercial litigation, and/or contract drafting and negotiation.• Proficiency in legal research tools, contract management software, and compliance systems. • Strong analytical and creative problem-solving abilities, curiosity and desire to learn/expand skillset, and a bias toward action.
