Job Opportunity: Contract Specialist (Contract Specialist Support Services) Customer: American Battle Monuments Commission (ABMC) – Overseas Operations Office Location: Paris, France (on-site), remote within Europe, or hybrid Anticipated Start Date: April–May 2026 Schedule: Full-Time (minimum 35 hours/week; align with ABMC Paris office hours – Central European Time) Make a Difference Behind the Mission Are you an experienced U.S. Federal contracting professional who can provide cradle-to-grave acquisition support for services, supplies, and construction projects worldwide? French Consulting is seeking a Contract Specialist to provide Contract Specialist Support Services for ABMC’s Overseas Operations Office in Paris, France. You will provide end-to-end acquisition assistance for ABMC cemeteries and memorials worldwide. This position is ideal for a contracting professional with deep FAR knowledge and the required Federal Acquisition Certification who wants to support a mission-driven organization honoring America’s fallen in Europe and around the globe. What You'll Do Cradle-to-Grave Acquisition Support • Perform acquisition planning and market research. • Draft statements of work (SOWs) and performance work statements (PWSs). • Prepare solicitations and Requests for Quotations (RFQs). • Conduct cost and price analysis to support fair and reasonable determinations. • Support negotiations and contract awards. • Prepare and maintain complete contract files. • Administer contracts, including modifications, performance monitoring support, and closeout actions. • Submit a monthly progress report to the COR by the third business day of each month (content as specified by the COR). • Maintain documentation and files in accordance with ABMC direction and U.S. Federal acquisition best practices. Travel, Hours, and Professional Standards • Work may be performed on-site in Paris, remotely within Europe, or in a hybrid arrangement; align working hours with ABMC’s Paris office schedule (CET). • Travel to ABMC sites as required; either in Europe or globally as required. Who You Are • You are a highly experienced U.S. Federal contracting professional who can operate independently and manage multiple acquisitions simultaneously. • You have strong written and verbal communication skills and can draft clear acquisition documents and well-organized contract files. • You are detail-oriented, responsive to customer needs, and comfortable working in an international environment with travel requirements. Qualifications Required Qualifications • Minimum of eight (8) years of U.S. Federal contracting experience. • Demonstrated knowledge of the Federal Acquisition Regulation (FAR). • Federal Acquisition Certification in Contracting: FAC-Professional, previous FAC-C Level II, or DAU equivalent (any of these certifications is acceptable). Desired Qualifications • Experience with Oracle Federal Financial Systems or similar software. • Master’s degree in business administration or related field. • Proficiency in French (desired, not required).
