IT Concepts is looking for an experienced Information Security Policy Analyst to support our SSA program.To engage and assist the agency in comprehensive documentation and support of the As-Is and To-Be processes in planning, developing and implementing remediation, mitigation activities for ensuring a modernized Audit Trail System (ATS). The candidate shall assist OIS in defining modernization requirements, corresponding development, implementation and change management plans. The candidate shall provide subject matter expertise in all aspects of modernized ATS process as well as assist in resolving any other issues as identified within the scope of this SOW.The Subject Matter Expert provides advanced technical knowledge and analysis of highly specialized applications and operational environments; high-level functional systems analysis, design, integration, documentation, training, and implementation; and advice on complex problems. Participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, training and presentation phases. Applies principles, methods, and knowledge of specific functional areas of expertise to specific task order requirements.Makes recommendations and advise on organization-wide system improvements, optimization, or maintenance efforts in the following specialties: Information Systems Architecture, Networking, Telecommunications, Automation, Communications Protocols, Risk Management/Electronic Analysis, Software, Life-Cycle Management, Software Development Methodologies, Modeling and Simulation. Critical skill, knowledge and experience to have:• A resource with strong FISMA guidance inclusive on NIST, CIGIE information.• Must have IT competency including database experience and supporting competency to supplement the primary FISMA competency. Responsibilities• Leveraging all existing and canvassed information. • Create, update and maintaining the Audit Trail System (ATS) plans, sub-project plans, website/SharePoint site information and stakeholder user guides. • Performing Application/System Assessments/Analyses to determine changes and recommend technical solution for the trail data collection processing environment, if an application or System should capture ATS data, which and how fields should be recorded, improve/enhance the ATS, ATS interface, and environmental security implementation controls, risks of capturing the data.• Establishing and documenting standards criteria and criteria change management for ATS source data collection requirements, considering SSA IT modernization initiatives, in terms of technology, people, and processes. • Performing Planning and Analysis of the ATS new architecture, analyzing existing and planned hardware/software infrastructure and processes at SSA, and determining the best approach for ATS given Agency’s programmatic modernization activities. • documenting ATS As-is and modernized ATS to-be processes.• Assisting with all phases of the project lifecycle and creating project artifacts where needed. Requirements * Must demonstrates the experience and ability to work with senior Agency technical managers and staff to provide expert-level support for Agency application design (including systems requirements), development, testing, and maintenance support efforts. Possesses experience in identifying and recommending best practices. Demonstrates the experience and ability to serve as the key coordinator among multiple project teams and/or components to ensure enterprise-wide consistency of application development efforts.Must demonstrate experience in managing technical application development projects and systems analysis projects for medium to large scale projects, and project management experience specific to the full SDLC. Demonstrates the experience and ability to work without technical oversight and to lead and/or supervise a team of specialists. Possesses superior oral and written communications skills to convey issues, reports, and other deliverables clearly and effectively to SSA counterparts. • Possesses knowledge of Federal laws and regulations, directives, instructions, policy, standards and guidance so that requirements ensure for security and privacy compliance.This is critical to prevent delays later in the SDLC. • Possesses knowledge of FedRAMP requirements and guidance. • Leads and/or directs the efforts of specialists on project(s) across components and/or technical areas. • Provides guidance and direction across components and acts in a consulting and/or advisory capacity. • Directs the development and maintenance of applications and provide technical oversight for major projects. • Oversees the entire systems development lifecycle, including systems requirements, coding, testing, and implementation of proposed systems and provides critical recommendations and solutions for complex problems.• Identifies and addresses barriers and risks to successful implementation. • Ensures that information security risks are managed throughout the System Development Life Cycle (SDLC).
