Seeking Former GSA contracting officers or specialists - GSA Schedule Consultants
Job Overview We are seeking an experienced Freelance GSA Schedule Consultant to support small and mid-sized businesses in obtaining and maintaining GSA Multiple Award Schedule (MAS) contracts. The consultant will guide clients through the full lifecycle of the GSA Schedule process—from readiness assessment and market research to eOffer submission, negotiations, and post-award compliance. This role is ideal for a former GSA Contracting Officer, MAS consultant, or government contracts professional with a strong track record of successful schedule awards. Key Responsibilities Pre-Award / Readiness • Assess client eligibility and readiness for GSA MAS (2+ years in business, financials, past performance, compliance posture) • Identify appropriate Large Category, SINs, and NAICS alignment • Conduct market research and competitive price analysis using GSA Advantage!, CALC, and market rate data • Advise on commercial sales practices (CSP) and disclosure strategy Proposal Development • Lead and/or support preparation of: • GSA eOffer submission • Pricing proposal and Basis of Award (BOA) analysis • Technical narratives and corporate experience • Past performance (CPARS, PPQs, references) • Financial statements and supporting documentation • Develop EPA (Economic Price Adjustment) language and pricing escalation models (GSAM 538.270-4) • Ensure compliance with MAS Refreshes, FAR/GSAR requirements, and solicitation instructions Negotiation & Award Support • Interface with GSA Contracting Officers during clarification, negotiations, and revisions • Support responses to Deficiency Letters, Clarification Requests, and Final Proposal Revisions • Guide clients through award acceptance and contract activation Post-Award Support (Optional / Preferred) • Assist with GSA contract modifications (SIN adds, price increases, administrative changes) • Advise on GSA Advantage! uploads, pricelist formatting, and compliance reviews • Support Contractor Assistance Visits (CAVs) and ongoing compliance requirements Required Qualifications • Proven experience successfully securing GSA MAS awards (multiple wins preferred) • Strong working knowledge of: • FAR, GSAR, MAS Solicitation, and Refresh updates • eOffer/eMod systems • Pricing strategy, BOA, and CSP requirements • Experience with SIN mapping, labor category alignment, and market rate analysis • Excellent written communication and proposal development skills • Ability to work independently and manage multiple clients/projects Preferred Background • Former GSA Contracting Officer, Specialist, or Acquisition Professional • Experience supporting IT, Professional Services, Staffing, Engineering, or Management Consulting SINs • Familiarity with GWACs/IDIQs (e.g., OASIS+, SEWP, Alliant, MAPS) is a plus Engagement & Compensation • Freelance / 1099 / Contract Basis paid Net-30 Job Type: Contract Work Location: Remote Apply tot his job
