Open Until FilledGENERAL DESCRIPTION:This role functions as the legislative analyst and senior policy advisor for ETS, operating within the Communications and Public Relations team. The position's core responsibilities include preparing the Director and Deputy Director for legislative hearings, committee meetings, and various governmental engagements. This involves comprehensive research and analysis of legislative proposals, drafting statutory reports, and developing essential briefing materials.The role also entails tracking both state and federal legislation to ensure ETS leadership is well-informed and strategically positioned. Furthermore, this position contributes to agency communications, onboarding, and training initiatives that support ETS operations. Human Resource Contact: Jennifer Erickson/307-275-1460/[email protected] FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.• Legislative Analysis & Leadership Preparation – Research and analyze legislative proposals and issues impacting ETS; prepare briefing documents, testimony outlines, and talking points for the Director and Deputy Director; monitor and attend legislative committee meetings as needed; complete statutorily required reports such as the annual report. • Interagency & Policy Coordination – Collaborate with other state agencies on shared legislative issues; provide ETS input for cross-agency working groups; draft recommendations on policy or statutory changes.• Legislative Relationship Management – Build and maintain professional relationships with LSO staff and other government stakeholders to support information exchange and strengthen ETS’s credibility with legislators. • Bill Tracking & Reporting – Administer and manage ETS’s Legislative Bill Tracker; ensure accurate bill updates, coordinate reporting, and assist internal and external stakeholders in system utilization. • Onboarding & Training – Assist with onboarding activities; deliver onboarding and customer service training; work with supervisors to equip new hires; administer LinkedIn Learning, encourage employee activation, and recommend content.• Communications Support – Contribute to website updates; design informational materials using Canva; edit and distribute internal and external communications; assist in editing and formatting agency policies and documents. • Special Projects & Administrative Support – Undertake special assignments, interim studies, or strategic initiatives as directed; provide general coordination and support for other agency activities. KNOWLEDGE:• Knowledge of Wyoming legislative processes, committee structures, and statutory requirements.• Strong policy analysis, research, and problem-solving skills. • Excellent written and verbal communication; ability to prepare testimony and reports. • Competency in relationship management and stakeholder engagement. • Ability to use communication tools (Canva, email distribution platforms, content management systems). • Project and program management skills for bill tracking and onboarding. • Training and facilitation skills for onboarding and LinkedIn Learning. • Organizational skills with the ability to manage a high workload under tight deadlines.• Functional competencies: Political Savvy, Communication, Analytical Thinking, Planning & Organizing, Collaboration, Customer Focus, Adaptability.
