BOLI has an opening for one Wage and Hour Enforcement Policy Analyst (OPA2) position in the Wage and Hour Division. This position will be based in our Portland office. The successful candidate may also be eligible to work a hybrid schedule. This is a permanent, full-time , Classified SEIU represented Non-Exempt position. This recruitment may be used to fill additional vacancies as they occur. Responsibilities • Study business processes and enforcement activities to determine and identify requirements, procedures, and issues within a business process, and document new or improved processes, procedures, and resources needed to ensure effective wage and hour enforcement activities for communities most vulnerable to wage theft. • Work to identify gaps in services in individual communities and collaborate with community members and/or task forces to develop a plan for addressing the gaps. This will include collaboration with internal and external customers in the Wage and Hour Division and connecting with community-based organizations to address barriers to success. • Network and expand service procedures to include culturally specific program serving communities most impacted by wage theft. • Coordinate with Wage and Hour Division management and staff to review existing rules, statutes and recommendations and align them with our current practices or recommend changes/edits/additions to improve our work efficiency. • Study enforcement operations to revise guidelines for use by this agency, other agencies, the public, and community organizations to create their own policies and procedures for serving victims of wage theft. • Create, develop, and utilize process flowcharts and other technologies to visualize and document how the Wage and Hour Division operates and to support training, communication and improvement efforts. Requirements • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work. • Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification Nice-to-haves • Experience developing assessments and recommending changes to policies, procedures, and processes. • Experience in strategic thinking where you were able to anticipate challenges, see the big picture, and align recommendations with enterprise goals. • Working with an equity-centered approach that ensures processes, communications, and system changes are inclusive, accessible, and reflective of Oregon values. • A focus on data-driven decision making and effective communication that includes communicating qualitative and quantitative information, orally and written, that is accessible to and understood by various audiences. • Collaboration & relationship-building skills that demonstrate you can work effectively with cross-functional teams, executive leadership, and diverse stakeholders. • A knowledge of project & workflow management where you have organized priorities and managed multiple initiatives efficiently in fast-paced environments. • Experience with modernizing policies and procedures utilizing modern advances in technology to improve efficiency and communicate data more effectively.
