Procurement Specialist, Lead
About the position AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Program Mission Support, Engineering & Analysis, and Training. As a Procurement Specialist, you will have the opportunity to shape mission success by supporting day-to-day procurement and acquisition activities and facilitating deliverables for complex, mission-critical systems for DHS. Responsibilities • Manage the end-to-end procurement process, ensuring compliance with organizational and governmental policies and regulations. • Develop and execute acquisition strategies to procure goods and services efficiently and cost-effectively. • Prepare and review solicitation documents including Requests for Proposals (RFPs), Invitations for Bids (IFBs), and Requests for Quotations (RFQs). • Negotiate contract terms and conditions, ensuring favorable terms that align with organizational objectives and legal requirements. • Coordinate with stakeholders to define and understand procurement requirements, ensuring accurate and efficient purchasing processes. • Administer and oversee contract performance, ensuring deliverables meet quality standards and are completed on time. • Evaluate supplier proposals and bids, conducting cost and price analysis to determine the best value. • Ensure adherence to the government purchasing process, staying updated on relevant laws and regulations such as the Federal Acquisition Regulation (FAR). • Facilitate contract modifications and amendments, addressing changes in project scope, timelines, or budget. • Collaborate with finance teams to manage procurement budgets, track expenditures, and forecast future procurement needs. • Develop and maintain strong supplier relationships, fostering partnerships and continuous improvement in the supply chain. • Resolve billing and invoicing discrepancies with vendors and suppliers to maintain accurate financial records. • Prepare and present procurement reports to management, providing insights into expenses, vendor performance, and cost-saving opportunities. • Implement best practices in procurement, promoting efficiency, transparency, and ethical purchasing standards. • Conduct risk assessment and mitigation planning for procurement activities, ensuring business continuity. Requirements • U.S. Citizenship Required. • CBP BI, Top Secret, or DHS Clearance is required. • Bachelor's with 10-12 years of experience, or HS diploma with 15+ years. • Experience working with large, complex programs for DHS and CBP. • Proficient in Microsoft Office Suite, including Project and SharePoint. • Strong acquisition management background with knowledge of DHS/CBP's mission, vision, goals, and culture. • Excellent writing, briefing, and communication skills. • Demonstrates initiative, sound judgment, and effective decision-making. • Skilled in planning, organizing, and prioritizing tasks. • Detail-oriented, self-motivated, and experienced supporting senior Government leaders and technical/business professionals.
